"It's impossible to judge whether the blade is white or blue steel (often called paper) from their looks without microscope or durometer though, I think that it's probably made by white paper.
Because white paper is usually used for Nata's blade because of its feature that are softer than blue and it's suited for Nata because Nata is usually used for hard things like small wood and branches. Blue paper is too hard for that, so blue is usually used for knifes (kitchen knifes). Of course there is the nata made by blue, but white is popular.
I can't judge whether blue or white though, I can honestly say that these hatchets are not cheap ones made by machines and definitely made by fine blacksmiths because of their makes ( nice handles, back of line (called 樋/ Hi, shape).
And plus, I think the they were made in Tosa, which is traditional area of tools in Japan. (Their products is known as Tosa-uchi-hamono / 土佐打刃物, one of traditional artifacts that's authorized by government in Japan)
The hatchet from Tosa has several features. One of them is the shape that is slightly curved, two is the back of blade (only single-edged hatchet) that has the line. The line was derived from the line on Japanese sword to drain blood. Later, the blacksmith in their started to add the line to hatchets, too. Maybe it's for symbol, i think.
The age is over than 50 or 60 years. Because these hatchets came with set of very old-fashioned carpentry's tools in very old wooden toolbox.
Nobody puts tools in those box like that nowadays, except carpenters from early ~middle Showa era (1925~1960) or more old times.…
The hatchets are really good tools, you can, of course, use them and also display them as antique items.
Hatchets are made to cut hard things. So please don't shape thinly, the blade might be nick. Best sharpening is slightly round and obtuse angle not to be nick."
